Game stuck in Search & Seizure [SOLVED]

Hi,
I'm playing on 5.0.0.10 and the game gets stuck after the Search & Seizure phase. Whether I perform the action or not, the game doesn't advance to the next phase.

Can I edit the file manually to change the game phase?

Is that option on? It has not been coded. If it is on, it is possible to turn it off by editing the file.

When you examine which save to initially open, the red box on the right states the phase of the turn that the saved game is in, so that should also be in the game file and be editable, but I have not as yet hunted for it.

I don't even see it in the optional rules panel, so I can't switch it off. I remember the game asked me some time ago if I wanted to search & seize, and if asked yes you got a pop-up saying it wasn't implemented. But now, whether I say yes (the US gets some chits in their pool) or not, the game doesn't advance.

I've searched in the game file, but hasn't found it. It's probably not obvious, and must be coded as some numerical value without a tag saying what it is.

UPDATE: as I was writing this post I "solved it". I opened the US entry pool window, and when I closed it the game advanced to the next phase. So the bug must be there somehow.
