CW Units in Hong Kong

The Rules as Coded state that, "Allied land and aircraft units can’t enter Hong Kong or any CW controlled territory in the Pacific Ocean until," Option 36 is chosen or Japan declares war or Axis units occupy Hong Kong. But the Rule also states, "Clarification: Allied land and air units can set up in and reinforce these areas."

This seems to mean that CW units can be placed in Hong Kong at start or after Option 36 has been chosen. I have not been able to do either. Is the Rule as Coded incorrect? If not, then which CW units can be placed in Hong Kong at start of Global War scenario? Which CW units can be put into Hong Kong after Option 36 is chosen?

RAW says
CW reinforces Pacific - Allied land and aircraft units can’t enter Hong Kong or any CW controlled territory on the Pacific map until:
 you have chosen this option; or
 Japan is at war with the Commonwealth; or
 an Axis land unit has entered Hong Kong or any CW Pacific map territory.
Clarifications say (to my surprise) that they can be deployed. This is both in the board game, may have been changed in the RAC

Okay, partly my bad. Tried to land an Australian infantry in Hong Kong from the south China Sea, and that wouldn't fly. The game did allow the trnasport to move directly into Hong Kong with the infantry. So, maybe I can only land in Hong Kong from the China Sea. Still recall having problems placing CW units in Hong Kong at start.

Hong Kong only borders the China Sea so it's not possible to disembark there from the South China Sea, only from the China Sea.

The transport should not have been allowed to enter Hong Kong. That is neither setting up, nor a reinforcement. Instead, it is just a bug.

(There are no reinforcements that can appear in Hong Kong. In the Philippines, the US can deploy the Philippine TERR, plus one CP per turn, but nothing else.)

Not a bug if option 36 has been played, and I am pretty sure that it has been in the TRS case.

Edit: Not a bug in either case. Naval units are always allowed in Hong-Kong.

I think that the CW units, at setup, that has the location anywhere should be allowed to be placed in Hong-Kong.

It is currently disallowed in MWIF.

Oh. I had not realized that option 36 had been chosen. My apologies.

The reason that the INF could not debark from the South China Sea to Hong Kong is simple: Hong Kong does not touch the South China Sea, only the China Sea.
I thought I knew how to play this game....

Yes. That's the bug. I re-ran the turn and sent the transport to the China Sea. Was able to land the infantry from there. The bug is that the set-up anywhere units can't be set up in Hong Kong.
