USA cannot lend BP to Free France from Sao Paulo

I'm still on version 3.02 (see my previous post, on another topic).

I can set it up -BP from Sao Paulo to Libreville, but the game reverts this back to the BP being lost after every save and reload of the game (possibly also after each phase, I've seen this kind of bug many times over the past 5 years).

If I set it up from Washington it seems to be fine.
This is actually the games default. All I need to do is set up the convoys (but it cost double the convoy points, that's why it should work from Sao Paulo).

Likely can only be sent from the MP's home country.

Actually, it is easy to get MWiF to send the build point from Sao Paulo. The trouble is that it is hard to keep MWiF sending the build point from there; it keeps switching back to Washington. However, I have been able to always get a build point to go from where I want it to; it just is ridiculously annoying that I have to keep changing it.

Actually, there is one case where I could not get things to work: Sending build points from France to Britain after Paris has fallen. MWiF insists on trying to send build points from Paris, which, given that Paris is German held, does not work.
I thought I knew how to play this game....

What are the keystrokes needed to send a BP from India to USSR (via Persia...assume CPs in place) or from India to China via Burma Road? I have never been able to get MWIF to do this.

Go to the CW production screen. Filter on Trade, to find the build points you are trading. Click on the leftmost box of the line the traded build point is coming from, the one that says "Build Point". (Clicking anywhere else on that line won't do anything.) MWiF will open up a box that asks "Do you want to change the source location for the build point?" Say yes, and MWiF will bring up the factory list. Pick one, and click on the "OK" button. Done.

Well, at no point in the rulebook does it say so, The only thing I could find (quick 'search' query through .pdf) about where lend leased BPs need to come from is this:

Since that's the only line about where BPs need to come from I never thought they have to come from a Home Country.
But, seeing the other replies, my gues is that MWIF insist on sending them from a HC even if set up otherwise. But it does so with a delay: (at least) after saving and reloading your game, most likely also somewhere in betweeen preliminary and final production planning.

You can get MWiF to send build points from any factory you want; you just have to keep telling it and telling it, which is annoying. However, I do get it to work. (See my message a few posts up.)
I thought I knew how to play this game....
