Confirming the VPs of Leningrad in the Barbarossa scenario

Tried both v07.00.01.00 and v05.00.00.10, Solitaire mode:
I think it should be 2 according to the RAC. But in the Victory Totals form, those additional objectives seem to be 3VPs each.

Is my interpretation wrong, or is it a bug?
