Naval combat bug?

I think that it´s a bug , but I could be wrong. The situation is this: 2 undamaged italian submarines initiated combat at Cape Verde , there were 9 CW´s CPS in 0 box and 4 CW´s CAs in 4 box . Italian rolled a 1 (0 after mods) and CW rolled a 3 , both found , then a naval combat happened , axis inflicted 2A to CW´s CAs and allied inflicted 1D and 3A to italians. Looking at the naval chart with 6 naval factors against 4 naval targets the result is 1D 2A not only 2A. I have missed something or the program didn´t apply the right result.

Seems to me that it was a surface combat then it is no bug. The Italian submarines only has 6 in strength in submarine combat. In surface combat they have 4. See cut in rule below.


Cut from 11.5.8 Surface naval combat:

To determine the combat results, work out the total attack factors of each side’s surface naval units and SUBs
included in the round. During surface naval combat each included Sub’s attack factor is reduced by 1.
