RTB over neutral counry

Is this bug or legal move?

FTR2 is coming from adjacent sea box 0 and can fly over neutral country. I think range should end where it can fly over FF territory.

We are using version 4.2.2

Save file.

We have major bug with production (all US non-oil recourses are going to CW), maybe this should be tested with another file that has no problems if move is illegal.

Needs to be player enforced until the bug is fixed.
