It could be that it depends on where they are saved. MWiF respects the rule in RAW7 that you cannot spend more than a certain number of saved BPs in a location.

We always ignored that rule, rationalizing the BP could be railed during resource transportation to a location where it could be used.

Another possibility is that MWiF only calculates it this way on April 1st.

This looks like a bug to me.

My guess is that the Chinese BP saved in Sinning, a Chinese communist city (I presume), is added to the Soviet production instead of to the Chinese production.

Yeah... had this same situation come up. Steve's answer was I should have put it in a nationalist city.

You'll have to edit the file to do so.

Holy Moly! And I guess USSR production is affected by the same fact...
