Norway have four basic setups:
* Capital defence: Is just as the name suggests a setup where the all Norwegian
land forces is setup on Oslo.
* Narvik defence: Is just as the name suggests a setup where all the Norwegian
land forces are setup on or around Narvik, leaving the capital empty.
* Balanced defence: The Norwegian land forces are setup on Oslo and on Narvik, trying to defend both locations.
* Southern costal defence: The Norwegian land forces are setup on or close the cost guarding against an Invasion from the North Sea or Baltic sea.
Declaration of war
Given a CW declaration of war with or without FR/US/USSR and German control of Norway or a GE declaration of war with or without IT and CW control of Norway suggested reasoning for the AI could be as below.

Interesting! But where to land? All SCS in Norway has only 1-2 in range and 3 in movment, giving the Notional min +1 shore bombardment mod , scarifying a TRS is possible to avoid the penalty. Notional units in GE/CW home country has at least + 2 additional in defence. So to successfully land GE/CW home country is hard, in a minor country perhaps, preferably a out of supply hex.
The notional unit has 1 combat factor, modified by:
* +1 if it is a city hex;
* +1 if the hex is in the home country of the major power that controls the hex;
* +1 if it is not stacked with a land unit, but is in the ZOC of a friendly corps or army;
* + the shore bombardment modifier for each invading unit;
* -1 if it cannot trace a basic supply path of any length; and
* -1 if surprised (see 15.).

I cannot see where this enters into your formula, but Narvik is not invadeable from the Norwegian Sea. It is, however, important for the purposes of GER/SWE resource transport in winter.

Narvik *was* invaded directly from the Norwegian Sea; twice. Both the Germans and the Allies landed troops straight into the port area in 1940 (the British/French/Polish landing at Harstad Isle just 4 miles north of Narvik, the Germans landing directly into the port itself).
Not being able to do this in MWiF is not accurate to history.
Perhaps change the sea area border so that Narvik does have a full sea hexside on the Norwegian Sea(ie Narvik would be a single sea zone port). This would disallow invasions from the Arctic Sea but I don't see that as a problem.

The problem is that on the paper WiF FE, the Sea Area boundaries can bisect the hexagon side, while in MWiF it never bisects it. When that hexagon side is an all-sea hexside, this means that this all-sea hexside can be used to invade the hex from both sea areas.
In the attached picture this is remarkable on 2 easy examples.
Liverpool has an all-sea hexside that is bisected by the Sea Area Boundary between the Faeroes and the Bay of Biscay, so Liverpool can be invaded from both Sea Areas.
Kristiansand has an all-sea hexside that is bisected by the Sea Area Boundary between the North Sea and the Baltic Sea, so Kristiansand can be invaded from both Sea Areas.
On the MWiF map as you can see, the Sea Area Boundary is following the hexagon side, so it does not bisect the all-sea hexside properly, and make the invasion from one of those Sea Areas impossible by RAW.
Maybe the invasion is possible anyway because the program knows that it is possible and so it allows the player to do it, but it is not reflected on the map.

In Narvik's case, in WiF FE the hex is clearly invadable from the Norwegian Sea normaly, and not from the Arctic Sea.
On the MWiF map, due to the Sea Area Boundary not bissecting the All-Sea hexside, it seems to be the reverse.

I can modify the Sea Area Boundary as shown on the attached picture, that would allow Narvik to be invaded from the Norwegian Sea, and no more from the Arctic Ocean, but then Narvik won't be a port on the Arctic Sea anymore, like it is on the WiF FE map.ORIGINAL: Froonp

It's not a question of tracing a blue line, it is a question of saying FOR EACH HEX, to which sea area it is adjacent too.ORIGINAL: michaelbaldur

I don't see how I can set the "adjacentcy" so that the blue line is like you propose.
I think I may have a solution, by tracing it this way :
I only need to change the hex NW of Narvik and say it is on both Sea Areas, and the blue line should be here.
PS : What I explained in post #15 still a problem.
