Supply line through non-cooperating CONV to Malta. Possible?

In our game MWIF allows something not permitted in WIF, an otherwise isolated Malta gets supply from FR convs.

Note: the unit in Malta is desorganized but (according to MWIF) in supply
Note 2: At this time it's still France, not Free France.

Is this a deviation or a bug?

The RAC looks like it's a deviation or a WIF rule (in this case I would be wrong):

Option 12: (Limited access across straits) a
unit can’t trace supply across a straits hexside, if
the presence of enemy units would prevent you
tracing an overseas supply path into that sea
area. Clarification: If also playing with Limited
Overseas Supply, then all aspects of that rule
pertain to the sea area (e.g., a friendly convoy, TRS,
and AMPH must be present). If 2 sea areas are
crossed by a straits (e.g., Gibraltar), then supply can
be traced through either of them. Supply is blocked
only if both sea areas are interdicted.

Under cooperation they can use non cooperating CP for supply:

Units that don’t co-operate are not otherwise limited. In particular, they can:
-Occupy the same section of a sea-box;
-Take part in the same naval combat;
-Take part in the same convoy chain (unless neutral)
-Lend resources to each other;
Trace supply through territory controlled by each other; and

Take part in the same convoy chain does not need to mean the same as use that chain for supply purposes, IMO.

Of course they can transport each other's resources and BPs, but they cannot supply each other. I see your point but...

I am not sure who "your" is here, whether one of those who argue that you can trace supply or one of those you say you can't. But that FAQ answer makes clear that you CAN use non-cooperating convoys to trace supply.

So this is neither a deviation nor a bug, simply an implementation of the RAW.

I was answering to the other poster who had intervened in the thread.

I guess that is RAW. Although it was not understood this way in the groups that I play with. Like many other wif rules seems obscure, that's whty it had to be clarified, in fact.
