Please Explain

Crown of Glory: Europe in the Age of Napoleon, the player controls one of the crowned potentates of Europe in the Napoleonic Era, wielding authority over his nation's military strategy, economic development, diplomatic relations, and social organization. It is a very thorough simulation of the entire Napoleonic Era - spanning from 1799 to 1820, from the dockyards in Lisbon to the frozen wastes of Holy Mother Russia.

The red squares are the squares the currently active division could move to.
The numbers are the number of movement points they would have remaining after moving to that square by the fastest possible route.
The max I have seen is 30 or so (light cavalry on a road), and the minimum 0. The manual outlines the default movement points available to different units - this could be increased by the general commanding, and by upgrades.

By the way I really like this system. [:)] Instead of telling you how much it will cost and making you do the math.
