Moving Leaders

Moving leaders within detailed combat is covered in 3 distinct places within the manual. In only one of them, Section 5.6.8 on page 45, it states "Units with an attached commander may attach the commander to another unit within that units movement range by moving the mouse cursor over the new unit and pressing the commander jey ('g')."

In the game itself, a commander can be moved to any other unit regardless of movement ranges. Based on the fact that this stipulation appears only in this one short section (and not in the more detailed areas discussing commander movement), I assume this is most likely an error in the manual and not a software bug, but it is an inconsistency.

I am attempting to evacuate MacArthur from the Philippines. How do I do this. I tried strategic movement, but no dice. A short 1,2,3 would be appreciated.
