Where are all of my textiles?

I'm playing as Russia and have production set in my provinces to produce 74 textiles total. I get about 15 per month! I understand that some are lost due to Feudalism level (currently unchanged from starting level of 50). I'm not trading any textiles away. The "Resources Produced by Nation" box in the Development Advisor Screen is red and has a "15" in it. There is obviously some connection to this and the 15 that I'm actually producing each turn. How do I make more? I've been building factories like crazy and some of my provinces can supposedly produce 20 textiles per month, but I can't seem to get them. This is strangling my military production.

Can't find anything in the manual or the forums. Advice?

maybe it's "snowing" in those provinces, what time of year is it? Sometimes it takes a few months to get up to speed on the changes you made.
It doesn't make any sense, Admiral. Were we better than the Japanese or just luckier?

Snowing? Does this make a difference for production of textiles? I could see how this might affect Ag output but Textiles are supposed to be affected by Factory updates rather than Farms. I'm looking in the "manual" for this connection. Do you know where I might find this, or maybe it's in one of the guides?

I had allocated enough labor to make 125.  I started with 7 and after processing a turn had 4 in stores.  The number in the red box said 24 and it was April 1797 with snow in a couple of provinces but not many.  The Development Advisor said that my people were expected to consume 0.  I have only 1 trade route that deals with textiles and I am buying them because I can't seem to accumulate enough via production to build anything.  There are a total of -4 showing on the adjustments list in the Economy overview. 
 
Management of the economy is the Achillies heel of this game.  The economic model seems to be quite sophisticated but the information that the gamer has to go on is too disjointed and spread out across multiple screens.  I've figured out pretty much everything else in the game except how to manage the economy.  Very frustrating!

can you post screenshots of your economic situation? the game is not that dificult economywise, just keep checking ,each turn, your production. Set your provinces that generate wool or textiles to only produce these items, everything else can be set to zero productivity. The provinces that produce iron and timber and food , same deal, set everthing else to zero.
Play around with the sliders and experiment, the lightbulb will come on sooner or later.

And do you have enough wool and cotton? Textiles do not come from nowhere. And again the question, when you check the economy report, what percentage of your production is wasted?

Ah ha! [:D]  Enough wool and cotton!  That, it seems, is the issue.  From observation (as I can't find it anywhere in the manual or guides, perhaps it was a patch change) I have found that the red box indicates the maximum number of textiles that one can produce and is limited by the amount of wool and cotton that one has stockpiled.  The manual does say that cotton and wool are required to make textiles but does not really explain the limit or the red box.  It appears that it takes 3 wool (not sure how much cotton, but I think 1) for each textile produced.  Since wool production is tied primarily (entirely [&:]) to textile production level, having extra labor allocated to textiles, while not immediately effective for boosting textiles, does, over time, boost them because more wool is also then available.
