can i purchase resources

I was wondering if purchasing resources such as wool, horses and textiles from other countries.

also, is there a way to purchase military units?

No, you may only trade resources with other countries. Through treaties you may lend military units.
If you have enough resources (e.g. men, horses or textiles) you may build units in your provinces. To get a high starting morale it is best to do this in provinces with high barrack levels.
