Can queue be changed afterwards?

This sequel to the award-winning Crown of Glory takes Napoleonic Grand Strategy to a whole new level. Can queue be changed afterwards?

After putting an item in the queue, it seems that you cannot remove it. Is this correct?

I change my mind too much I guess. [;)] However, with not being able to alter the queue, you had better be sure of your choice the first time. Or save the game just before adding items.
