That's a new one on me. How did you get two different screenshots of the same turn? Is this from two different games, or did you exit out of the screen and go back in? If you finished your turn, were you at -59000 Money? Also, had you changed the Welfare setting recently?

Yes same turn just moved the welfare slider around. I think you can produce it by setting welfare to 0 on the first turn...and then the next turn everything is screwy.
