How do take control of Strategic Cities?

The F9 screen shows several Strategic Cities with contest control - the red / black flag.

The area shows
Hamburg (Size 11 City)
Strategic Town (contested)

Area is 100% French Control
City is Occupied by a Fortress Battery in Offensive Mode
