Strategic Rating Question

In the ledger screen, list of Generals, Strategic Ratings are shown for some Generals, but other Generals are listed with a supply rating in the same space where the Startegic Rating would normally be.

Where can you view the Startegic Ratings for the Generals who's Startegic Rating is not shown in the ledger screen? Has anyone noticed this? I don't see it when mousing over a General in the main map screen, but then Startegic Rating is not shown for any Generals in the main map screen anywhere that I can find.

This is for generals who are in command of a combat unit. The latest patch (still in public beta) improve that though.
