Two noob questions

1) How exactly do I promote a general? Magruder has been congratulated etc. and his star is blinking...so what do I have to do?

2) How do I repair a rail line?

Use the buttons on the left of the unit panel. They are organized in three tabs.
On the middle one (I think) you will find several buttons to organize your armies.
Select Magruder and the button to promote general will be lighted (but read the tool tip… if there is higher seniority leaders around unpromoted, they could get upset by the promotion of Magruder).
For rail repairing: put any line unit (infantry, militia, cavalry…) on the area and check on the button tabs. I think the order for repairing is on the rightmost tab.
Usually it’s done in one turn or less. And you can order repair and then give a move order to the unit.
As with cavalry tearing rails, they will first do the job and then move on where ordered
Engineers (not naval, the regular ones) speed the process, but usually a militia is enough and its cheaper.
Repairing will cost you some war supplies (i think 3).
