Leader Promotions

Ok back to basics question - I discovered after clicking on their stats that Reynolds and Sherman, who presently command divisions, had "yes" as promotable. I broke down their divisions and detached both of them yet the promotion icon is still greyed out. What am I missing?

The "Is promotable-Yes" just means that they are generals who have ranks higher than their current one in the database. Some generals don't, so they're stuck at their current rank for the duration. If a general is eligible for a promotion, you'll get a message saying so in the message log. If you don't promote them the turn they're eligible, then they cannot be promoted again until they re-distinguish themselves.
