group movement

im playing union. I have 2 armies in Fredericksburg and am trying ti move one of them into rappahanoek. both provinces are enemy controlled. the movement arrows come up but when movement is processed the army has not moved. this has happened repeatedly over several turns. initiative is turned off. can anyone tell me why?

Not sure about this one, could weather be a factor?

Like bbmike, not sure about this one. But I've had problems moving forces from an area with an enemy fort to an adjacent location that had an enemy fort. For example I've had problems moving Union forces from Central Mississippi River (Cairo) when the Confederates held Fort DeRuss to Lower TN River (Ft Henry). It doesn't happen every time but common. I have much better success if I first move Union forces to Kaskaskia then to Ft Henry. Again, have no idea if this is what's happening.
