City20 in Tennessee

I think this is self-explanatory.

Nashville, Tennessee, is CITY20 in the Small Setup scenario, just as Davenport, Iowa, is CITY8.

This can be fixed manually by opening the AcwStart.txt file in the Scenarios\Small_Setup_s folder, and renaming the cities by hand.

Thanks! This was fixed at the last moment in the November scenario, but apparently not elsewhere. Good catch.

Also, in the Small Setup scenario, Columbus, Georgia, starts the game under Union control.
