Disappearing Generals in Reinforcements?

I've noticed that almost all of the time when I call in reinforcements that the troops arrive, but not any of the generals in that force. Is it supposed to do that, and if so why?

I've seen that as well, I think it may be a surviving bug, but Eric would have to say for sure.

I've noticed this, too.  I always assumed they were hungover, like so may generals were back then.  Or, maybe they just passed by an establishment that took chickens instead of cash.
