Requisition bug and crash

Hi guys, i know this game is old (more than 10 years since last patch), but i got only around to playing it now, and here's hoping someone could help.

I'm on windows 10 64bit, playing union 7 turns into a game, and i'm having problems using the muster conscript and impress commands on cities. I can't do them on more than 1, sometimes 2, cities. The buttons are not working and will just flicker back and forth.

I even had a save game crash while loading while fiddling with the issue
