Ship Building

I initiated the building of 3 ship units in Philadelphia (ship province); Lo and behold, on one particular turn I had only 2 building and my naval situation was -5?

What does this mean and are their money/iron or labor requirements that need to be maintained even WHILE the unit is being constructed?
