Ships vs Frigates for Blockade?

What best should I build for blockade purposes?

They are just as effective in terms of blockading.
Frigates helps your other ships get away from a naval battle and increase enemy losses when the enemy retreats
Ships are needed to invade.

*edit* but ofc frigates are cheaper, so if you are only going to use them for blockade I would go for frigates.
