What scenario, approach do people recommend to get started in this series?

As usual small scenarios 8 -10 turns maybe with limted number of units....Blackburns Ford (scen #2) in the Bull Run Module is good CivWar to start out with

What scenario, approach do people recommend to get started in this series?

I prefer chronological order so I say "Bull Run". As "captkillet" said, the small scenarios are best for learning the game - but - I found the game very easy to learn so went to campaign mode after a single small scenario and I'm far from a genius. After a play or two vs the AI, I suggest playing both sides as the AI is notorious for attacking piecemeal (or playing a human via net or remote link).
