building trains

hi all
I have played the original game and in it you had a icon to press to build trains and river supply ships. I can't find it in this civil war 2 game - is it there now or does the game engine automatically sorts and repairs the train rolling stock and builds new ones? - thanks for any help

The possibility still exist, but is handled by historical options in the ledger
