Does anyone have like a chart of how this works with star generals? like how many stars provide how much command?

Is the biggest stack I can make with out penalty 17 as an army? Is it that big of deal going into a fight with a penalty?

From the manual.

Each Unit in a region has a certain Command Cost:
• Basic Unit (Brigade or Regiment/Squadron/Battery): 1 to 4
• Division: 4
• Army HQ: 4
Each leader provides Command Points (CP) to his Stack, depending on his rank:
• 1 star: 4
• 2 star: 8
• 3 or 4 star: 12
The total CP provided by leaders in a Stack is limited to a maximum of 16, no
matter how many leaders are present, but this base value can be increased by
certain bonuses.

Also, a General not in an Corps/Army stack will only provide half as many Command Points (CP). So a 2-star with two 1-star Generals in such a stack will only have 8 CP, not 16. No matter how many Generals are present, 16 is the max CP available for a non-Corps/Army stack. A General actually in command of a Division alone will also only have 2 of the 4 CP's necessary to command the Division. IIRC, left click a stack and then cursor over the envelope icon at the bottom right of the screen and you get a menu about the Command Points present.
