OOS Refitting still possible in 1.30?

I played a long game with Dan with 1.24B3 where Germany's morale broke in J/A 1917. We had a situation in the game, where I cut off several French corps and HQs in the area of Stuttgart.

Dan was able to Refit them with fresh troops and HQ points and they had 100% supply as Stuttgart was held by them.

From our point of view, it should be impossible to refit isolated troops in enemy territory (where should the recruits and munitions come from?).

For isolated troops in their own country there should be a limit or no refitting at all.

What is the situation in 1.30? Is refit linked to 100% supply and is this changed in 1.30 that an enemy city could not provide 100% supply to cut off troops?
