I found when trying to transport Entente units from England to France, it seems to help if a warship fleet nearby is also set to "transport"; I 've had success with this twice in a row, and suspect that "Athena" views any troop transport, even over friendly waters, as too hazardous without an escort.

As for global transport, so far I've only manged to move stacks from the USA to Canada, but if anyone has any bright ideas here, I'd be willing to entertain them.
