Playing Entente, but no Russia option?

Playing Entente, but no Russia option?

I just started playing this game. After going through the tutorials, I am stating on the historical champagne. The only options that come up to play are the Western Entente and Germany. Once starting the game as WE, I cannot see what is happening in Russia, other than some summary data on the Objectives screen.

Can you not play Russia in the Historical champagne?
