I've been playing CAW since 1986 ( Commodore 64 ) and currently have the IBM "Complete Carriers at War". What are the new features that have been included?

I know this is a bit late, but ...
 
The biggest changes, to my mind, are:
 
The game-play interface is different and much easier, and the game editor is easier to use.
 
The graphics are much better, and include interesting animations.
 
A multi-CV task force can launch a single cohesive strike from multiple CV's.  This is an important advantage to the IJN early in the war, and it is important to both sides later in the war when facing large CAP.
