so in general is this game pretty balanced or hard for on side or the other to actually win?

To be historical it should be hard for Germany to win. After the latest patch(1.04?), I am having a really hard time winning as Germany. The Soviets seem to play the attrition game really well, and as the years go by, partisans pop up all over the place, making it necessary to garrison all cities you don't want to lose. I gave up in 1944 after Germany actually reached the bottom of its manpower barrel.
In my latest attempt at world domination I have managed to take England although Canada remains free. It is August 1941, and I know that the USSR is going to declare war sometime in October. What to do, what to do.
