Selected unit or organization cannot be lowered

See the picture below. I'm trying to add a flamethrower platoon to the Soviet 98th Corps (and eventually into one of the battalions of the 381st Division) but it cannot be lowered into the formation. The same goes for any other unit I've tried. This is a quite crippling bug for scenario design and I don't know any workarounds. I hope this gets fixed soon!

are you sure that you do not add Soviet unit to Russian formation or vica versa ? One is Allied and second is Axis nation

That was it, thanks! I had used Russian formations and now tried to attach a Soviet unit. This begs the question what's the difference between Russian and Soviet formations?

The Soviets were added for hypothetical Cold War battles.
