Norm Koger's The Operational Art of War III is the next game in the award-winning Operational Art of War game series. ..the scenario is Silvanski's War in the East, Russians vs Axis Elmer. Elmer just isn't repairing his bridges rail or road. Maybe the lack of engineer units but couldn't he be given the ability to use his RR engineers to do this, we all do..

putting engineer squads in RR units can indeed be helpful to aid Axis Elmer

..he appears to do some, but not all..
