Supply status map display

I can't find an explanation of what the numbers mean that are displayed around units as a supply display option. The numbers obviously relate to resupply but the manual does not indicate what they mean. Any ideas?

Page 27 of the manual discusses Supply Lines. Each location on the map has a location supply level related to the Force Supply Level and the distance the location is from a supply point. The display you're seeing is displaying those location supply levels.
