There is only one way: Get experience and receive an upgrade.

In all the upgrades in the game there are only two that influence the action points and both are available at Level 3.

The first is "Mobility" which directly increases the APs by one point and any unit type can get it. Thats quite nice as you can refuel and move and attack in one turn. Also this is quite a migthy upgrade thats why it takes much experience.

The second is "Blitzkrieg" which allows tanks a second attack. Its not available for any other unit. This is rather a limited and indirect increment of the APs.

As far as I understand there are only two persons behind the game development and let me say OB is a great achievement for such a small team. Definitely we, old veterans of PG, will compare these two games and definitely there are a lot of things to work on (usability, graphics etc). But I'm pretty sure you'll do it in some time.
I'm not aware of any other similar game after PG3.
So "Le Roi est mort, viva le Roi"!
