thanks, I'm also using vista and dx10, now I'm installing dx9.

That should do it, it's always a good idea to let the game install its required components. Let us know if that fixes it for you.

but one more quesiton, If I quick-start the game, it always says a seial number problem, but if I start the game from the game menu, everything is okay, why?

I've only ever seen that on a Vista system that was too aggressive about trying to mess with our access to the registry. It should solve it to right click on the Quick Start shortcut and manually adjust its Compatibility tab to "Run as Administrator"
