How would it know? Hull down to who? You could be hull down to my tank and not the one just 10 meters to my left.

I used this function in CM much. It allows you to 'work' from the commander perspective without going down to ground level.It's a player aid, like a hotkey, and a confirmation too, that the target is hull down by the program as well.
Not a very important feature though.
