Can you play a campaign against an opponent?

Is the PBEM any fun with this game?

No

You can PBEM but the MP system similar to Slitherine's is much easier.

Fun depends on your ability, opponent, and scenario. And your definition of fun...

I haven't played WinSP in a long time but I seem to remember what was posted at Shrapnel when they added PBEM campaigns to those games. Player x gets more points for winning each battle than player y and soon it becomes a rout. It's ok if you are whomping on the AI but not much fun for a human opponent.
