Q: about neg. PP

The creators of WW2: Time of Wrath move to the Pacific theater with Storm over the Pacific. In my current Okinawa game, I have only briefly had positive PP at the end of a turn.
I currently have a pp hovering in the -40's.
Q: Aside from not being able to resupply or upgrade my units, are there any other negative impacts during the actual game play? Morale, movement, exhaustion modifiers, or the like?
