UI Problems

When I play this game, I find the UI to be very unresponsive. Its hard to scroll, and just plain does not play well.

I meet the minimum specs, so what is going on?

I also cannot change the FPS in preferences. I change it and then it goes right back to "unlimited"

What can I do to make the interface work properly? Or is it really this balky for everyone?

UPDATE: I think the FPS does change, but its not then shown at the new rate. Its working more tolerably now.

So, I came home from my business trip and bought another version of the game and played it on my older home computer.

99% of my UI problems disappeared and the game plays at a very reasonable speed. It looks like the computer I use at my office overseas is only barely up to the specs of the game and my older home computer does much better.

The funny thing is that with the slow UI, I had to really plan my strategy better...
