Alternative supply 15? bug?

Strategic War in Europe is a grand strategy game where you command one or more of the 25 countries in the game. War, diplomacy, technological progress, recruitment, conquest – this is all in your hands. There are no restrictions to the actions you can perform during your turn: unit movement, purchase, attack, technology investment, reinforcement, all of those can be done at any moment during the turn.

Alternative supply 15? bug?

I'm trying again playing with "poor" countries. Usually their units have as supply an "Alternative supply 15". What does that mean? Yes, i know they have '15' of supply value, but, why 15? if they're inside the MSS which have 30?

And another question, maybe a bug, if you buy any new unit and place it in the map, then it wont have suppy never. Even inside the capital/MSS, no mercy for new units in the poor countries. I don't know if im doing something wrong, or is a bug.

If they are at peace then it is OK.

Usually 'alternative supply' means supply provided by air, or naval units, when normal supply is not available (there has to be bomber units in range, or naval units in the adjacent sea zone and access to the coast, but I don't know if that applies in this case. [:)]
