First turn order for Scen15?

Just a small question for vets of this forum:
i've read the "must read thread" about starting a PBEM; it seems that if playing Scenario15, no player give order for the first turn. Is that correct ?
It would be Scenar 16 wich allow to give orders? Or preference in the Scenario 15 ?

i would NOT recommend Scen. 16 - or the "historical first turn" business... there is a glitch in the thing that causes problems with getting combat reports... often requires a restart. [8|] [:@]

You need to enter orders - especially if you are the Japanese... the usual Japanese first turn can take several HOURS to enter, esp. if you are trying to do something fancy or ahistorical.

The Allies get to enter orders as well, but stuff to do is more limited esp. if you are playing house rules to be relatively historical.

Thanks Bob. In fact, we forget to talk about this point with my opponent: should the Allies (me) give order on turn 1, and to what extent. I'll correct this by a post to him.

Japan should enter orders - finalize his turn, send it to Allies... Allies enter orders, finalize turn, send it to Japan.

Japan will then generate the turn results (the WITP001.PWS file) and send it with a copy of the combat results txt. file to the Allies... the Allies should look at the WITP001.PWS file (aka "movie", "rerun" or "cartoon") and compare what he sees to the combat results text file... the results should be exactly the same.

Important for BOTH players to reboot before the turn results are generated, else you can get the "Sync Bug"... no big deal if you are playing against the AI (they happen all the time, but the AI never complains about it), but it IS a big deal in a PBEM.

EDIT: After everything looks OK - Japan then enters orders for turn 2, and the process repeats until the end of the war... i'd advise making sure everything is OK before proceding to turn 2, though.

In Scenario 15, either player may give orders for the first turn.
If you play with the optional rule 'Historical First Turn', neither player may give orders. This option is not the same option as 'December 7th Surprise'. The 'December 7th Surprise' option allows first-turn movement bonus for Japan, and effectively grounds Allied a/c for the first turn. 'Historical First Turn' option simply prevents players from issuing orders.
I have always used 'December 7th Surprise', it is a must if playing Japan! I tried 'Historical First Turn' once; not being able to issue orders makes it , to me, a senseless option.
