1945 Question: No Hemajor, Please

I am at Feb 1945 in one of my PBEMs, playing Big B v 1.4 as the EMPIRE.

Suddenly, new divisions are showing up everywhere in the Home Islands. All show up 1/3 strength, crappy morale and exp (25 in each). They aren't in the Reinforcement List either, and all have high numbers, 321st Division, 308th Div, 230th div, etc. I don't remember a special rule about Japanese Militia which is what I assume all these units are. Had I known, I might have stockpiled a few more Armaments. After 4-5 months, they should be at least serviceable.

At any rate, anyone know about this? How many do I get? I have about 20 or so divisions so far.
