Japan in control of Hawai is, Johnston is, Christmas is, Palmyra, Canton is, PagoPago, Funafuti, Nanomea, all of Solomons, Nww Britannia, western part of Australia from Wyndam to Adelaide.
Score is:Japamn 58000,Allied 38000
Allied naval offensive in Darwin area.

50 air per base size +15%
No surrounding with fragments
25k limit troops on atolls

Ah, never mind.  I figured it out to mean "4-Engined bombers not bombing below 10,000 ft vs. naval targets"
