Does the Axis have any chance at all? How's game balance?
The Axis certainly should have a chance if the game is done correctly. After all, if the Ohio hadn't made it to Malta, there is a good chance Rommel would have taken Cairo and Alexandria. One other point: the last naval campaign in the Med ended in Axis victory. (The Duodecanese islands, which situation gave the background for The Guns of Navarone.)
