Naval HQ Question

Gents -

The IJN Grand Escort Command, Naval HQ at Osaka Kobe has a command radius of nine.

I am aware that the Nav HQ affects ship repair in the same hex ( as per database editor and game manual ). My question is - in what way does the HQ influence other naval bases within it's command radus?

This particular HQ is only found in RHS (and of course in history). It was not, IRL, allocated enough assets, but in a sense no escort command ever has enough assets.

Presumably command radius affects coordination of air and naval units within the command radius of the HQ.
This is not actually appropriate for this HQ - or a much greater radius would be - but 9 is the greatest value possible - and might be used to simulate the inadequacy of the HQ in some sense.

Most HQ are for coordinating naval districts or zones - rather than a functional command as this one is.

Probably the greatest operation conducted by this HQ was the sinking of USS Wahoo. This submarine - whose commander should have been executed for war crimes on the same basis we executed IJN sub skippers (if only we prosecuted Allied war criminals, which we did not, and if he had survived the war) - was operating in the Sea of Japan. It was subject to the kind of operation most books say Japan didn't know how to conduct re ASW - and proves that is false. It was hunted systematically by air and surface units until there was no possibility it had survived. [Commander Morton was awarded the Navy Cross for his first patrol - in which he claimed in his log to have machine gunned crews and passengers on five different occasions. Several officers refused to serve with him again - out of the small number present. I hope I would have arrested him and relived him had I been present. It is the clearest case of a violation by USN of what we said were the rules - and executed people over - I am aware of.]
