Opposing Navies peacefully coexist

Just tried a few "what if" scenarios against the AI and run into a situation where both German and UK fleets peacefully coexisted in Kiel harbor after an amphibious landing of the UK in Kiel. I would have expected that the Kriegsmarine either sortied out to fight the amphibious landing or, if they remain in port, get scuttled after their home base is conquered. Has anybody experienced this before?

The only difference to a regular game is that the human controls both UK and GER here. But despite that the UK and GER behave as normal enemies in all other aspects including naval battles.

Doom, this is probably a result of the problem we had in early days of the Allies forming a "super fleet" and then feinting an invasion to draw out the German navy, compelling them to fight at 9 or 10 to 1.
Nothing like a wargamer to find every possible loophole![8D]
