unusual amphibious assault response

I had thought that an amphibious assault would automatically cause the defending nation to sortie its entire fleet for battle. However, in my recent amphibious assault in the Black Sea, the Russian fleet did not sortie, although I know it is still in existence. (unless Chocolino disbanded it!)

Weird, huh? Another one for the developers of Times of Wrath to ponder, unless the naval game is so completely changed that this is moot.

IIRC the old algorithm mostly depends on the navy strength
 
Now we have added some randomisation to it.
